It appears with the newest cabinet appointments in place, it could be time to go after a lot of other corrupt agencies that work in tandem with the main issue of human and child trafficking. It’s looking like that part on this corrupt ball of wax is next to be peeled back… especially considering all the missing children on Ice Chief, Homan’s list. DCFS has a s, along with Homeland Security’s next moves following the money from the DOGE audits, which will lead to the department of human and child services… another agency that needs a swamp draining.
That being said, with Kash Patel now head of the FBI, we are entering the next phase to save the children… and end human and child trafficking which also includes the DCFS agency that fell under the recent DEPARTMENT OF SOCIAL SECURITY and I am downright certain that there was a lot of paper trails there that led to the state child protective services programs.
Under the Adoption Incentive program (Section 473A of the Social Security Act), states earn federal incentive payments when they increase adoptions of children who are in need of new permanent families.

You see, a federal aid program, was created in 1974, called “the adoption and safe families act”. It offers financial incentives to the states to help increase the adoption numbers. They make it sound like it is a benevolent program, but the truth is it can be, however it operates like the medical field that gets monetary incentives to push certain protocols, like the vax for COVID, and cash for performing designated approved procedures whether they are beneficial or not. It’s all part of a corrupt system, and President Trump knows how it works and it appears he now has a lot of information with the recent audit.
But before we dig deeper into how that works… it is important to know the history of the child protective services in the US. In 2010, I volunteered for a charity that helped mothers with children who were not very protected by the CPS. They had a publication and I wrote a story back then explaining the history of how it came about.
The History of Child Protective Services In The United States – by Dianne Marshall
Throughout history, a child was considered the property of his parents. If the child had no parents he was left to be taken in by family, or others, or left on the streets to fend for himself. He was an orphan. The first means for caring for orphans in the United States was by indenture, which means the child was often taken in for free labor rather than protection.

It was in 1636, in Massachusetts, when the first American child orphan was officially indentured. Later, children who did not have adequate care were placed in almshouses with their parents. The belief was that this would set children on a road to life free from permanent ignorance, pauperism, and vice. By the 1800’s they had learned this didn’t work, but up to 1927, there were still children being placed in almshouses throughout the country.
It was the Civil War that left the Country full of a tremendous number of destitute children and orphans and in 1866, Ohio established the first law that provided for a county children’s home. The children’s home was private and receive public funds for assistance.
Other states followed this example establishing Soldiers Orphan homes and state institutions. The early efforts to provide for children were aimed at orphans. And yet, there were no consistent legal limits placed upon the way a child could be treated.
At the same time in 1866, while attention was given to orphans, more attention was being directed on the prevention of cruelty to animals. In fact Henry Bergh, the son of a wealthy New York City shipbuilder, began North America’s very first society for this cause – The American Society for the Prevention of Cruelty to Animals or the ASPCA.

Nine days after the charter was granted by the New York State Legislature, Bergh convinced the Legislature to pass an anti-cruelty law that gave the new Society the authority to enforce it’s principals. Shortly after it was founded, it became a model for the formation of SPCA’s and humane societies across the country.
The ASPCA addressed many of the same issues it addresses today, that of the treatment of farm animals, dog fighting, overworking horses, turtles transported for food, etc. Berg’s aggressive tactics soon started a host of enemies with the carting and transportation companies that depended on horses, butchers, dog fighters and gentleman fox hunters whose activities were deemed cruelty to animals, and continues to this day.
Meanwhile, children were still considered property to be treated however the real or adopted parents deemed fit. While there were attempts at times to stop the mistreatment of children, there were no legal limits placed upon the way a child could be treated, until 1875, when a charitable volunteer helped change the course of the mistreatment of children in the United States forever.

The fascinating and true story of an abused child named Mary Ellen begins one day in New York. A woman who did a lot of charitable work was sitting by the bed of a dying woman and asked, “Is there anything more I can do for you?” To her surprise, the dying woman replied, “Yes, please, madam. In the next room there lives a woman who has a child., She leaves it alone every morning without food, and when this woman comes home at night, she beats the poor child so severely that her shrieks distress me.” The lady accepted the message as a dying charge and went to the police.
There she was told firmly that the police could not interfere between parents and children. She then consulted her lawyer. He tried to persuade her from pursuing the matter and he refused to take up the case, for there were no laws protecting children, only laws protecting the cruelty to animals.

The lady did not accept no for an answer but instead went to Mr. Bergh whose work for animals was well known. She told him a white lie. She said, “There is a little animal suffering from unkind treatment of a bad woman”. Mr. Bergh immediately promised to interfere on behalf of the little animal. Only then was he told that the victim was a child. Mr. Bergh replied, “Well! You’ve done this cleverly. But don’t worry, I will not go back on my promise.”
The SPCA investigated the matter and found a very abused child named Mary Ellen who had been beaten and chained in a room by the couple who took her from a charitable institution. The SPCA brought the case before the court where it was contended successfully that the child was an animal.
Mr. Bergh was commended, the guardian was sentenced to jail, and the child was given proper care. The immediate result was that Mr. Bergh was inundated with so many cases of cruelty to children that a New York society for the Prevention of Cruelty to Children was formed and laws were written to protect children from abuse and neglect.
Some of those in the Society for Prevention of Cruelty to Children took a rescuing stance and aimed their services at punishing offenders, others became more concerned with prevention than punishment. This resulted in the SPCC’s combined placement with protection services.
The first protective service agencies were instrumental in the introduction and passage of many laws dealing with the conditions to which children were subjected. Laws to prevent wrongs to children were introduced in 1876, and in 1883 laws were in place to prevent “baby farming”.
Because of the new laws protecting children, concerns of court mingling with adult prisoners resulted in the first juvenile court in Cook County, Illinois in 1899. The first quarter of the 20th century brought about a Children’s Bill of Rights, and a number of child labor laws as a result of the first White House Conference on Children.
Yet, during that time, some children were still placed in indenture. By the late 1960’s children’s rights and their best interest was the focus. Foster homes had to go through a study and licensing procedure, and children had to be visited regularly in their placements.
By the 1970’s the reporting laws and expectations for investigating the abuse or neglect of children became more clear. At the same time, the rights of parents to obtain custody and the due process of law became more complicated. The thinking had shifted to the concept that children should remain with their families whenever possible, due to the realization that rescuing children from a bad situation many times only led to children being placed into another bad situation.

In the 1980’s, keeping children in their own homes was emphasized. Intensive home based services aimed at preserving the family became popular. At the same time, the public began to recognize the problem of sexual abuse and some communities took a tougher stand in prosecuting the perpetrators and/or removing them from the home instead of removing the children.
In the 1990’s family and children’s rights to remain together was the objective, but the child’s safety was emphasized as the primary goal. The policing and investigating evolved to one of assessing the risk to children and assessing the family strengths upon which to build. Support services offered at the point of crisis were geared toward preventing placements.
The new focus was placed on permanency for children in their home rather than allowing them to grow up in foster care. At the end of the nineties, Federal and state laws were passed to demand permanency in one year.
More training was emphasized for child welfare staff and prospective foster and adoptive parents. Limited funding became available to assist relatives in obtaining services necessary to assume the care of a child.
Today, we need to take the past efforts to another level. Domestic violence and child sexual molestation and abuse are on the rise. Studies have shown that the courts give alleged sex offenders custody and visitation rights to children 70% of the time, due to cases being unfounded by the standards of acceptable investigative measures and current laws that are in place.
Lawyers, detectives and DCFS case workers will admit that sexual abuse cases against children are rarely ever convicted on the first complaint. According to the Department of Child Family Services website for the state of Illinois, there were 110,239 reports in 2006 to DCFS for abuse and/or neglect. Out of these reports to the agency there were 26,618 cases that were deemed “indicated”, which means evidence of abuse was found.
There were 83,621 reports made to the DCFS hotline that were deemed “unfounded”, which means evidence of abuse was not found. These statistics leave a grave question as to how many of the 83,621 children reported and deemed unfounded have experienced repeat offenses?
Isn’t it time to look at the way our laws are written, and determine what needs to be changed to truly protect our children? When our Child Protective Services have strict protocols to follow that leave close to 85% of reported cases deemed unfounded, isn’t it time to untie a few hands? If these statistics concern you, contact your Senator and Congressman. Let them know how you feel and ask what more can be done to protect our children. End of article.
Has this changed or gotten worse since 2010? Since that was written, I have learned a whole lot more regarding how things work today. So, it may sound a bit naive… as it was mild compared to what we now know. However, the history is accurate and true.

Parents are victimized by a system that makes a profit for holding children longer, and bonuses for not returning children to their parents. “This is abuse of power. It is lack of accountability, and it is a growing criminal, political phenomenon spreading around the globe.”
Meanwhile Trump has said, when people resign, often that means they were fired. Not sure in this case, but she resigned.

Rest assured, what President Trump started in 2017 shall be completed.

Whereas public programs are needed to help in adoption, and other family services, there is a lot of corruption within cities and states and sadly it is as corrupt as all the other systems, and this one literally impacts lives and has proven to be involved with human and child trafficking.
We will go into more on this topic, as it is about to all come front and center. But for now… understand the history first… then when we talk about the current system… it will be easier to grasp what is taking place and WHY some changes are being made.

How ironic that the same system that claims to ‘protect’ children is the same one that traffics them! So sad! And to know that animals had rights before children is crazy! The poor children that end up having to suffer in and from this system! Praying for justice for them!
Kash Patel is the ’17th’ member to be confirmed to President Trump’s second cabinet.
Not many want to take on the tough issues like Mary Ellen. They will all agree something should be done but let someone else do it. Then once the ball is rolling and the cause is established they are happy to get involved.
It reminded me of a quote by Mark Twain:
“In the beginning of a change the
patriot is a scarce man, and
brave, and hated and scorned.

nothing to be a patriot”.
I’m thankful that God has sent us President Trump for such a time as this. Someone who is not afraid to take on the tasks that require hard work and making tough decisions. When President Trump says “we are going to find the missing children, all of them” I believe him. My gut feeling says he already knows where they are.
